Yes, you can upload tracks from Library Distribution & Sync Store (Non-Exclusive) to Spotify. However, it's important not to register these tracks with the distributor's Content ID System, as That Pitch has already registered them to Content ID. Please note that tracks from Library Distribution (Exclusive) cannot be uploaded to Spotify.
